If the packet is a parcels-post packet, notics should be given to the sender that it will be returned to him if a request to that effect is received within six months of the date of the notice together with an undertaking to pay the return postage; otherwise it will be regarded as abandoned.
Brigadier-General Cookerill would be glad to learn whether Lord R.Cecil concurs in the above suggestions and, if so, whether he will cause Hic Majesty's Consul General at Shanghai to be instructe secordingly.
